- Using the Children and Young People's Plan to agree a where national priorities are brought together with an assessment of local need ' therefore agreeing a basis for partnership (and the terms of inspection) between central and local government.

- Separating the advice and compliance functions of central government advisers wherever possible ' allowing a much more honest and frank conversation to take place between central and local government

- Allowing local government to commission advice from central government (or elsewhere) if and when it needs it, rather than having to deal with a string of different advisers assigned from central government, who may not even be aware of each other

- Setting up more secondments between central and local government, to make sure officials in both tiers genuinely understand the challenges that each other face
