I don't think I have ever seen my local risk register that all local resilience forums have a duty to publish. I assumed that it would be a booklet outlining risks - a slim volume that is for public consumption. Far from it.  This is 167 pages of methodology, explanation, and detail on risks.

The Civil Contingencies Act 2004 (CCA) places a duty on all Category 1 responders to assess the risk of an emergency occuring within, or affecting, a geographical area for which each Category 1 responder is responsible. Details on the regulations and guidance contained in the Act can be found at www.ukresilience.gov.uk

Challenges, which do not constitute an emergency, lie outside of the risk assessment duty. Category 1 responders are required to consider whether plans should be modified in the light of these risk assessments. A Local Resilience Forum is made up of Category 1 responders whose areas fall within the area of a Police Force.

The Cambridge and Peterborough Local Resilience Forum (C&PLRF) which is based on the area covered by Cambridgeshire Constabulary includes the areas of Cambridgeshire County Council (incorporating Districts) and Peterborough City Council .

Whilst the Act imposes a duty on ALL Category 1 responders to maintain a risk register it allows individual Category 1 responders to fulfil their risk assessment duties by participating in a collaborative exercise that results in a single, collective risk assessment. The C&PLRF have taken this approach resulting in a single Community Risk Register. The C&PLRF Community Risk Register is a living document. It will be published in full twice a year to reflect all changes made, however individual risks will be updated by a rolling review process these can be found under the Risk Categories link on the left hand side of this page.
