An interesting article by Bruce Mann, Director of Civil Contingencies at the Cabinet Office, highlights  five capabilities needed to ensure resilience. They are:

1. Generic level capability - across Government departments to handle a diverse array of emergencies.

2. Specific threat focus - e.g. pandemic flu.

3. Crisis management capability - between the different layers of Government (local, regional and national).

4. Business continuity management - among both the 'responder community' and the 'essential services sector'.

5. Planning/Mapping capability - both for short-term risk assessment and longer-term horizon scanning (tailoring capabilities to the changing environment).
