Would people who need social care have the option of going into a tax payer funded care home if they didn't want to use a social care budget or they used up all their social care budget?

Would users be allowed to top-up social care budgets with their own money? Allowing users to do this would make the market unegalitarian and regressive as prices would rise on many products, making them unattainable to poorer users.
