There is an emerging consensus that the current philosophy of public sector-management is essentially defunct, and that the current agenda lacks strategic direction and a concrete method to achieve real and progressive change. With tax receipts in free fall and public professionals sick of centralization, this panel debate will explore new models of public service reform and the culture needed to support them.
