Hobbes Vs. Kant???

An interesting article about the war by David Held, is available at open democracy, here. Held argues that war on Iraq is counterproductive to both the war on terror and wider US security goals. This article is particularly interesting as one of few I've seen moving anti-war arguments to the 'higher' levels of international relations.

Well I'm sold...up to a point. What jars with me a little in this analysis is that we must work with what we've got. The western powers did not pursue the post 9/11 strategy that Held emotively outlines. So the question we have to ask is, does Blair ultimately want to steer the Bush administration in that direction (on issues like Kyoto, development assistance to Africa etc.)? If so, will he be able to? What are the conditions that are going to strengthen or weaken his capacity to do so? In short, can Blair help to win the fight to regain "an alternative strategy for a rule-based and justice-oriented, democratic multilateral order" from within, or does he stand in its way?
