It's a good time to reopen the debate about e-gov. Apparently the average council is now 79% e-enabled (whatever that means). It's not a bad effort, but I don't get the sense that the net has revolutionised citizen engagement yet.
Maybe Sir Michael's idea of everyday e-gov is the next step for democracy and technology?
