Demos and the Foreign Press Association hosted a special briefing in which John Denham MP (Chairman of UK Home Affairs Select Committee) and Tom Bentley (Director of Demos and author of People Flow) examined the challenge of managing migration within the context of the accession of 10 new nations on 1st May 2004.

The discussion was held at the Foreign Press Association and in the audience of international journalists and migration policy experts.

People Flow, a Demos report published in 2003, argued that Europe's handling of migration flows needs to change radically by understanding the underlying motivations of migrants.

As the EU embarks on this expansion, control of migration flows seems to be both more necessary and less possible. Across Europe immigration has become a rallying point for growing public concerns about other issues, including terrorism and global insecurity.

European governments want to show that they have illegal migration 'under control'. The European Commission is currently seeking to finalise procedures on the handling of asylum seekers. But progress has been slow and uneven. People Flow offers an alternative and long-term model for managing migration flows.
