In addition to his role at Demos, Paul is a Senior Associate at Frontier Economics and Research Fellow at the Institute for Fiscal Studies. Until Summer 2007 Paul was a director of public services and head of microeconomics at HM Treasury, and deputy head of the Government Economic Service. At the Treasury he was responsible among other things for environment and climate change and worked closely with Nick Stern on the economics of climate change. Prior to that Paul had been chief economist at the Department for Education and Skills, head of economics of financial regulation at the FSA and deputy director of the IFS.

Paul is currently a member of the editorial team for the Mirrlees Review of the tax system, is a member of the youth justice commission and is on the council of the Pensions Policy Institute. He was for five years on the council of the Economic and Social Research Council and was a member of the commission on taxation and citizenship.
