 New research has shown that identity is strongest at the level of the neighbourhood; local cultures and histories must be acknowledged, not denied. ­Develop-ment at a local level can help maximise human and material resources by linking environmental improvements to job creation. An education system which acknowledges the importance of local communities will help equip children with the understanding and motivation they need for life.
