Creating a better environment for cross-sector partnerships

The author argues that frustration will continue to grow unless the political and professional environment becomes more supportive of partnership working.

Partnership is back in vogue. In almost every area of policy, partnership between government, business and community organisations is relied upon to solve problems and produce results. In principle, this approach makes sense. In practice, however, the performance of partnerships is patchy. Many organisations find the experience difficult, and frustration is rising.

Working Together argues that such frustration will continue to grow unless the political and professional environment becomes more supportive of partnership working. It proposes a series of radical measures, including:

  • Transferring £1billion a year of public assets to community trusts
  • Reforming local taxation of businesses
  • Fostering organisations which broker partnerships
  • Shifting the evaluation of partnerships from over-stretched government departments to local people.
