Change Within examines the crucial role played by black and minority ethnic voluntary organisations.  The report suggests that these groups play an essential part in building bridges between minority communities and wider opportunities within their area, as well as helping to break down the barriers caused by prejudice and discrimination.

Change Within goes on to suggest that although the government and other funders are right to acknowledge the critical importance of these groups, their approaches to funding do not always help groups to play to their existing strengths.  We should look at new and innovative ways to assess the impact of these groups, rather than relying exclusively on their performance against existing policy targets.
