Families are our most important and influential places of learning yet most public spending on education goes to support formal institutions, while public expenditure on families goes mainly on coping with the consequences of stress and failure. The author presents a long-term strategy for developing family learning including strengthening family learning support networks and partnerships between schools and parents, transforming schools into community centres for lifelong learning and improving coordination of family services.
