The author argues that public policy does not have a coherent approach to managing housing and education together. Planning decisions do not take enough account of education provision, and many attempts at regeneration neglect the importance of access to wider educational opportunities. He argues that greater choice in schooling and housing is the only way to address deep-seated problems of low mobility and restricted opportunity in many urban areas, and presents a new approach to joint management of housing and education.
